2.6 CE fragging on a 1.6 install, can't figure out why

i'm having a problem with my install. i've checked all the pins and they all have the correct voltage except pin 1. pin 1 reads off the charts. it may be my meter but i get the right voltages for every pin but pin 1. i am looking for a box i modded with this chip before to check to see if it is a bad switch. any other suggestion for me to check would be greatly appreciated.

A little more info about your install could help like did you use the rebuild board or did you manually rebuild the traces. Also is it a wire install or a pin header install. does xbox work with chip off? If it frags with chip off also and worked before install of ship then its your install

the box works without the chip turned on, i didn't have a rebuild board so i used wires to connect all the traces.
