2.6CE frags with chip on, flashes orange with chip off

I'm installing a 2.6CE on a 1.6b. It frags when the chip is enabled

With the chip off, it tries to boot 3 times then the fan goes full speed and it flashes orange.

When I remove the chip, it frags when I try to boot it.

I'm not getting any voltage on pin 1, so that is apparently the problem. At this point I'm stuck. Can anyone help me figure out why pin 1 has no power?

I think you will find pin 1 is a ground and should show 0 volts ....... im sure i will be corrected if im wrong ...... what reading do you get on the other pins ?

check for any solder splash on the board

I de-soldered the 1.6 rebuild and it works fine without the chip now. There must be a problem with my soldering job, but I've done over 70 of these things and this is the first one I've had problems with? I'll give it a try later on and see what happens.

I'm getting 2.25 volts on pin 1 now.
