2.6ce in xbox 1.6/Orange solid light

i just installed a 2.6ce in a 1.6 xbox. I have done a ton of these before but never had this problem. When I boot the xbox on bank 1 into flash bios it wont boot and the eject led goes solid orange.

If I switch to bank 2 I can at least boot into flash bios but i cant flash the bios. I am using a known good dvd-r. So i figured maybe it went bad so I made a new one with the same problem.

Its Flash BIOS 3.0.3

And here is the error I am getting.

Found BiosUpdate: /BIOS.BIN (1024k)
Unkown flash! Haulting

Is there anyway I can fix bank 1?

I do have a programmer but its the original X2.0 programmer.

Probably had flash protect enabled.
