2.6CE no FRAG but no cromwell

I just installed a 2.6 on a 1.5 xbox. the problem is that when the chip is enabled the Microsoft bios appears it does not frag with the chip enabled or disabled. The blue LED on the chip is turned on when the chip is enabled. I tested the chip itself on another xbox and the cromwell boots up so i know that the chip is ok. I have gone ahead and cheaked the lpc and d0 point solder points. Any ideas will be appreciated.

Just a quick question. You said you checked the chip on another xbox and it worked did you use the switches already on that box or your set of switches. Reason I am asking might be as simple as swaping banks on the chip via the switch and it work fine.

Also check your D0 soldering ....... if the xbox dont see the chip is because the D0 is not making correct contact
