2.6ce on 1.6b shuts off when enabled

I just installed a 2.6ce on a xbox 1.6b. When the chip is disabled, I get the red light and it boots to msdash. WHen I enable the chip, I get all the led's for about 2 seconds, then the xbox shuts off. Doesn't frag, just shuts off. ANy ideas what could cause this? I checked the solder points and they look okay.

You get a red light, and it works with the chip off? That sounds strange.
