question 1.... can i flash a phat lite on pcb with a key for a dg16d4s drive

question 2. Can i use a phat lite on pcb out of a xbox that was banned and flash it to my ltu2 key for my slim and go on xbox live with that pcb.. is it ok?

Yes and yes

#1: You can flash really any firmware to to those 16d2s PCBs, universal with all slim firmwares, even Hitachi

2: The console KV is banned, and that doesn't affect the PCB at all, flash your needed firmware and key and you're all set
