pin 15 is the 3.3V supply on the component side you can pick it up from the left hand side of the capacitor C7D2 just above the pin.
The rebuild should join pin 15 to pin 9 also.

You need two blue lights on your chip for it to work...3.3V and 5V.
First disconnect the switch bank selector at the X3 end and try..
some wires have got snagged in the past under the game controller pulling down 3.3V

Resolder!!!
pin 15 is a difficult one to get as solder has to get thru to component side in most instances...sorry for the solder lesson.

*First remove the solder on pin 15 and 9
*then clean you r iron it should be clean & shiney
*Wet the tip by applying a very small amount of solder to the tip (it should spread on the tip and not bead...if it does the the tip is not clean or too much solder)
*apply tip to pin 15 at a angle so that the tip touches both the pad of pin 15 and the header pin.
* apply fresh solder to the PIN and u should see it get sucked down the hole around the pin.
* if you apply it to the iron tip then you are simply dripping excess solder onto the hole...(this is not a solder joint)
* do the same for pin 9 and make sure 9 & 15 are connected together.

do not leave your iron on the m/board for too long as it will damage the solder pads..its a fine line between a good solder joint and too much heat.

Hey Channon I soldered a wire from the capacitor C7D2 to the top of pin 15 on the chip - 3.3v power finally works like a charm! I'll have it back to you 2morrow. Thanks for the info guys.
