Anyone have the 13599 file?

I went to download the update from MS and theirs is at 14699.
Does anyone still have a 13 file I can use to update my dash?

I saw some hotfile and metadownload/torrent files when i googled but was hesitant. Ive heard some negative stuff on using firmware from these places. I fig'd if one of you guys had the link it was safe.
