JTAG are region codes hard coded?

i got someone bring in a jtag they got from america, and when i connect it to my tv, the rol doesnt respond and no video or audio shows. could this be the region code needing changed in the nand? or is it coded into the ANA chip? also im using a 220v brick

i dont know if u can change regions like that, but its worth a shot useing doner files, but i think it might b hardcoded into the chips, worst case u have to load it back to ntsc nand and ethier sell it or use a conveter, most HDtv's will swap it for u
