RGH broken coolrunner?

Just came to program a coolrunner with the xilink cable (bought from MT) and it's erroring out in impact

NFO:iMPACT:1579 - '1': Expected IDCODE: 00000110111001011000000010010011

just tried another coolrunner which programmed fine, coolrunner came from a RROD console RGH but now needs a reflow as x-clamps have been done before

anyone any thoughts on why?

Do you know the full history of the Coolrunner?

ye was installed by me, can't see anything obvious on the board

Trace back from the programmer pins to the chip and get readings from any resistors etc in circuit.
