Can you unban a switch with a program such as NxNandManager or HacDiskMount?

From what I understand you can change the unique console ID on your switch.
Is it pointless because the emmc would still be encrypted with the same BIS key and therefore still recognizable by nintendo as the same console?
I know I would have to buy a new SXOS serial key to link to that same console that I already own one on, but I would not mind at all if I get online back.

There's nothing you can do so far. No currently released tool can unban your console. Maybe in the future but not right now. Most likely that would require a donor console too like PS3/360 do.

The only current way is to swap your motherboard or get a new console. I guess you could look for broken switches on eBay or something to get a mobo cheap and next time make sure to have an emunand setup to avoid getting banned.

You would never be able to unban a switch properly even if a method became available Nintendo would soon put a stop to your unbanned console pointless even finding a method. Buy another switch and set your account up on it.

I know they had some Russian guy that could do it but his youtube account got terminated
