are you genuinely doing a JTag or are you doing RGH 1/2/1.2? I'm assuming JTag since it's a Xenon - please post pics of your wiring
I Just gave an answer to this in your thread on RMS. Since I am nice, here is a copy of what I wrote there. Try writing the file with the advanced menus demon/fusion write option. Most ecc images are not created with the nand anymore, or since the 15574 update, so all that is done is the KV is injected into the bin file when you create the ecc. It doesnt remap the bad blocks. The demon/fusion write option forces remapping while flashing the image. Also, make sure your console has a jtaggable CB version.

u sure u jtag before asking that ? smh. everthing u need to to know is here on this forum abbout jtag installing and dealing with bad blocks. try searching
