the pics are too zoomed in and i can't seem to find it. Not looking for the point that attaches to the resistor, but the one where you have to scrap the trace.

You best bet is to take off the CPU heatsink. Then it is located on the side of the CPU where it is closest to the fan. By the tall caps between the CPU and fan.
Just be aware that if you've already messed up CPU_PLL_BYPASS, this is your last chance at getting your console to work. You have about 4mm of trace to work with. Mess this up and your console is fit for the bin.
