Ok its working now, I changed the launch.ini default line to say hdd instead of hdd1 and copied it to the usb stick and noticed that the xbox booted to FSD. Then I deleted the old launch.ini from the hdd and copied over the one from my usb stick and rebooted and it seems to be working now.
