Can't get solder to stick (trying to install nand x wires)

So I'm trying to install the nand x wires I'm on my last point but for the death of me I can't get solder to stick on the point I've tried everything.. I know a fiberglass scratch pen works but I don't want to wait to get it.. is there anything I can do to get this point to stick to the solder?

He's obviously done it now, but I suspect it was the ground plane causing issues because noobs=sh*t iron.
