cant install xex menu

ive jtagged two boxes and to test a few things id like to install xexmenu onto mstandard microsoft 20gig drives
ive tried formatting the drives then running xexmenu from a cd in the dvd drive, starts fine and i coppy the code 9999 folder into the content/0000000000000000 folder on the hd although this folder didnt exist after the format, it had a random digit name. Ive tried the code 9999 folder in both! then when i go back to the dashboard there is nothing showing in the games menu??
i watched the countdown of 29mb so i know it coppied
ive read the same instructions in loads of places so why doesnt it work??

the folder is caleed C0DE9999 not CODE9999 and thats what the copy i downloaded extracted itself to !! spellchecker perhaps?

Hdd1/make a folder Content if its not there/Then make another folder and name it with 16 zeros >> 0000000000000000/ then inside that folder transfer C0DE9999......
