Cheat System / Unlock Acievemnts 360

Why is there no cheat sytem like gameshark or action replay available for the 360 ?

Is there software available on this site that will do same as action replay ?
i.e. Infinite Health / Lives / Ammo etc

I take it there is no software for unlocking achievments.

Anyone heard if someone working on any software for the above.

i once had put a PGR3 gamesave from internet on my 360 hdd... and a whole bunch of achievements got unlocked at once lol
