If it has been flashed before then you dont need the kit , if you have the files.If it has not been flashed before , then yes you need extra hardware.

True, I just did a ver 74 and the only reason that you need a Xecutor or probe kit is to acquire the key from the drive. If you already have a dummy.bin from a previous flash(ix1.5,ix1.6,LT) then just use the half tray method using xbox to power or manually(easiest), then open dummy.bin as source and flash. =)
