Chip Doesn't light up

Alright, I know I am a newbie so here is my question. The xbox powers up like normal, even though I followed the tut correctly. I feel as though my solder points are fine, and I didn't really have any problems with the install, however, now when I power up, the X3 doesn't light up blue and the xbox runs as normal. What the hell is going on? Was I not supposed to plug something back in when I put the box back together? It is not even recognizing the chip it seems. What do I do? What can I check for? Someone please help! Thanks.

youre not getting power plain and simple... CHECK YOUR WORK

when you say the external panel is not lighting blue is it lighting at all if not resolder pins 15 and 9. if it is lighting up red try pressing the power button very quicky.
