Chip hooked up but bios screen wont load

All connections appear good. Chip lights show blue and green. Outside xecuter 3 indicator shows red. Even after short power press. Screen loads to xbox os. Whats going on?

recheck your install should see two blue one green or red whitch is flash protect turned off so change switch on chip to off
