Chip installed, Boot CD in drive, Error Code 16

Hi,

I belive I have tried everything now including reading all posts here. What am I doing wrong? Any help is greatly appreciated.

Hardware
1. Xbox ver 1.6b
2. Chip: Executer 3 with rebuild PCB
3. X3 Front with LCD
4. New 250 empty, not formatted HDD (I also tried everything with the Orginial HDD)

Failure
After installing and starting the box with an BOOT CD (, should I use one of these or should the flash bios start anyway?) I just get error code 16 and the CD button led flash red/green. When I do the same with the originbal HDD it start up and complain on that my inserted CD isn't ok (music cd is however ok).

Question
What do I do wrong? Can I install new HDD and Chip at the same time? Shoual I fix HDD first or Flash the chip first? How do I flash the chip? With the boot CD? I have tried to follow all instructions but I don´t seem to be able to create a working boot CD. Any advice?

I can send some pictures of whats installed as well if it is of interest.

Forgot half of the information, sorry

The two blue leds are lit. The boot is not protected, no boot is selected and the chip is in deactivated mode.

Is this correct whan starting first time with a fresh chip that never has been flashed?

Download the latest bios.
Make a bios disk as per the tutorials on this site.
Put original harddrive back in and turn on xbox (short press of on switch to activate chip) with no disk in and bank 2 selected: off,on,off,off.
This should get you to the flash bios screen, if it dosn't try bank 1: on,on,off,off.
If you get the bios screen when you boot to bank 2 change the setting to bank 1 before you flash so that if anything goes wrong you can always try again. If you get the bios screen on bank 1 then change to bank 2 before you flash.
when you have flashed the chip connect your xbox to your pc via network and copy the contents of your c: and e: drive to a folder on your pc.
switch off xbox and change hard drive.
boot xbox back up and use config live to partition and format your NEW drive and then network in again to copy back your c: and e: partitions.
There are loads of tutorials on this site for all these tasks.

Blue Screen

Ok, Now I got the blue screen! FlashBios 3.0.3

But how do I walk in the manu and choose Flash from CD? The XboxController seem dead... What´s the catch?

Use the d pad on an ORIGINAL controller to move up and down the menu and the green button to select your option.
Some other third party controllers do work but I always use an original for flashing.
By the way error code 16 is because the xbox can't find a dashboard on your new empty hard drive and when you try to boot your original harddrive with the chip enabled the MS software complains. To get your original harddrive to work and boot into the MS dashboard you need to boot with the chip disabled by holding in the power button for longer than 2 seconds when turning on.

No success with controller

Well, I use the original controller and I even verified it to set time and date with in the originalk microsoft shell without problems. When I boot with the chip it seem to malfunction :(

Any ideá how to get around this?

The original controller has always worked for me so I can only suggest to try it in one of the other ports or maybe to try a different controller if you have one or can loan one. I'm sorry if this sounds basic but you are trying to use the d pad and not the analoge toggles because they don't work.
