Coolrunner boot on second power

First time i poweron xbox, it not boot. PoweringOff ant then on, it boot just in 2 seconds. CpuRst cable is 40cm, i have to try longer or shorter?

i had this problem flashed new dashboard via USB in xell and it works fine.
