Coolrunner is powered but Xbox won't turn on

Im rgh2ing my falcon and here's where my progress has halted...
i used jrunner and my JR to read nand twice and write the ecc.
i then programmed my coolrunner (revC) and installed it.
on coolrunner: 1 and 2 are bridged, took restrictor off of 3 and 2. Cap is open
after soldering, I plugged the power supply in after placing back in tray, added the fan and face plate.
now the coolrunner shows it has power(red led) but the Xbox won't turn on.
the power block is still orange so I figured it's not shorted out.

Im not sure if I reinstalled the heat sinks wrong possibly?
Or if it's a coolrunner soldering issue-

bridge the 100nf cap on CR.
and if you want better boot time. u should look into rgh 1.2!!!!!!!!!!!!!
