Coolrunner programming failed

What I wonder about that:

1. When I put the switch to "Pgr" and connect ext power to vcc and gnd, both red light and green light remains off. but as soon I put the switch to "nor" both lights are turned on.

My question is : at program mode, what would be the light behavior when jtag cable is connected or not connected.
