coolrunner rev b cap points?

can some post a picture or tell in detail how to bridge the 2 points to the cap? sorry for such a noob question. Does the point have to be still on gnd and A as with the 2 caps? or just the caps? let me know thank you!!

Just bridge the gap on the cap points with a bit of solder.

why do you need those points ,rev-b was secialy made for this & they have there own inbuilt caps !
