my cousins' box had an 11 wire cheap mod (not sure if it was actually 11, only 7 of the LPC points had wires on them, and only 10 with solder) and it started to frag. i popped out the chip and its still fragging. could an x3 with already loaded bios do any good, or is he better off just getting a new mobo?

I would desolder everything and check for splashes on the MOBO before trying to get it to boot to M$ as a standard Xbox before trying to install an X3, this way you know that the Xbox is working perfectly before you start and you don't run the risk of damaging the X3.

well the box was working for more than a year before it started fragging, so theres nothing wrong with the soldering.
If you made changes to the harddrive and then the chip fails, you might not get it to work without another mod.
So my best guess is you have nothing to lose.
Get a new chip - flash it - install it. If it does not work you have not lost anything because you can still fit the chip in the new xbox you are almost certain to buy
