Well, ask yourself this question.

Why can't you go to blockbuster, copy a game to your PC and burn it on a disc and play it?

unsigned code refers to anything that is not signed by microsoft. this includes emulators, copied/backup discs etc.

Running unsigned code allows you to get around the security checks and media flags.
This is a function of the bios. Hacking the bios to do this is illegal.
Having a copy of a hacked bios on your PC or the xbox is illegal. It is also illegal to have a copy of a game on your xbox or on CD that you don't own.
I don't think emulators are illegal but posessing ROMS for games that you don't own is.

Basically, anything that used the XDK ( Xbox Development Kit) to make is illegal.

That's a real old method of the JTAG hack. This was used when you couldn't jtag every dashboard before 7371 so you had to downgrade it. Basically even if you could downgrade the dashboard it wouldn't do much since the CPU efuses were physically burnt therefore blocking the jtag exploit. There is possible way to reset the efuses so to be able to get the jtag hack running. Even if you could do that, then you won't know what combinations of efuses to burn and what to keep to get the dashboards running. Overall, the time attack is useless now since the jtag hack incorporated it.
