So this wasn't my issue, though I appreciate you pointing me towards it. So it turns out that it was the XCI files being split. This was causing the installer to fail to install and throw an error code. I suspect the installer could read the original size and when it reached the end of the first file would fail around the same percentage as what the file would have been which is why I thought it might be the split. These were ripped and split using TX dumper so it took me a bit to find out how to rejoin them. After joining the files into a single XCI I was able to install correctly.
