Is it possible to install evoX dashboard without networking with a pc?? i.e. installing it off of a dvd??

Yes...you'll have to put a file explorer program on the boot disc and you would have to configure the evox.ini to look on the D drive for apps.

Or you could use a file explorer program like BoxPlorer and use it to transfer the files from the disc to the hard drive.
