This is a recap of what you have done: You installed X3CE and I assume by pin header? You used a stock a/v cable and stock controller. You removed all dvd dongles and such except for 1 controller on port 1. You configured the switches so that they are on on off off off. You then tap on the power button and the X3 cp turns blue and you don't see flashbios, am I correct?

if you can, can you take off the top of xbox then look through the side then turn on the power button, do you see blue lights under th chip? I just want to see if you have power.

that is impossible since even the earliest released X3 has flashbios v3.0.0. Try this. Can you press both power and eject buttons at the same time until the X3 cp turns purple? That should get you into backup flashbios.

if all that don't work, my only suggestion is to take your xbox apart again and double check on the solder work and resolder if necessary. There is a remote possibility of a faulty chip but it's like less than 1% while soldering problem is more than 99%
