To the best of my knowledge flashbios is not an xecuter only feature. Flashbios is a linux cromwell bios that lets you flash a hacked, or aftermarket bios onto the chip.
Without that i'm pretty sure you'd need a programmer such as the ones the x2.x used.
As Flashbios is based on the GPL Cromwell, Xecuter must (and has) shared it's sources with the community. The variants of this Flashbios/Cromwell can easily be reconfigured to recognize the Flash of any LPC modchip.
