Flashing Bios bar stops at 3/4 and doesn't move

I am trying to flash the bios and I get the bar to stop 3/4 of the way and it doesn't go any farther. Does anyone have any suggestions. It still is stuck there. I was having problems before with booting but now it will boot to backup fine but not the main becasue i already tried flashing it and it did the same thing. Any help would be greatly appreciated I've resoldered my contacts 4 times so i am almost positive that is not the problem. it is the 3029 v16 bios. I have a V1.6 box

When mine continually did things like that I pulled the chip slightly up so it iwasnt' ALL the way down on the pinheader. I figured maybe for some reason the chip being pushed all the way down it was shorting or something.

Low and behold, after a couple re-placings, my flashes were all successful!
