I received my xecuter 3 a few months ago and it's been working perfect - I flashed it, reflashed it and everything was great, until today that is when I tried to put on 1959.
Damn thing kept saying that flash protection was on. I quadruple checked the internal and external switch, even flickered them constantly thinking either wasn't contacting something inside. I even disconnected the cables from the mini front panel from underneath.
All to no avail of course, I was pissed. I know the chip registered that the panel wasn't connected because instantly my 1957 bios said that banks 1-8 are now selected as opposed to 1-4 when the panel was connected.
To my surprise, what the chip seemed to also register is a short along the black wire that must have told it to stay flash protected. So in the end, it was the damn black cable that was left connected to the chip! When I disconnected the black panel cable I was able to flash the chip no problem.
I wonder it's toast or if all it needs is a firm reconnection... we will find out in a few minutes.
In any case, I hope this helps someone with flashing problems when both switches are off. Make sure you totally disconnect the black cable throughout your diagnosis.
