flashing problems

i have a an executer 3ce and i have it installed correct. i burnt 5 cd and like 3 dvd and only one of them was read but it didn't load correctly. so now if i turn it on with the modchip on it turns on then it whistles then it shuts off and does it again then the eject light flashes red and green. but if i hold the power button down and turn and turn it on to bypass the chip my xbox works normal. i was wondering if some one could help me out like a step by step broken down barnie style for me. or if you know of a site that has the software to down load the dummy file and the bios bin all together

I don't quite understand what "installed correct" meant. By the sound of it you don't have bios installed so I would think you need to recheck your soldering job. It does not sound like you have lifted a trace since it boot properly with modchip disabled.
