What do you mean by "does not work"?

I assume you're getting to the bios load screen (the blue one) and that your trying to load by CD. I guess that your xbox either isn't reading the CD or it's halting during install.

Xbox DVD-ROM's are notoriously finiky when it comes to what media they decide to read from. Even if you use a CD-RW or a DVD-R it does not garuntee that it will be read by your machine. I've seen boot disks run on one machine and noth the other when they both are the same version with the same drives in them.

I suggest trying the http install or the FTP install.

First I would say that the easiest way to flash is HTTP, so if you can do it that way, stop wasting discs!
(By far easier to try many times if needed.)

IF you can't http, then make sure the file is right.
Basically, make sure you rename the X3 3108v16plus Bios to "BIOS.BIN", and have a dummy file that is NO SMALLER than 100MB named "DUMMY.BIN" on a disc.

IF when you select to flash vis disc, you put in the disc and it does not load it whatsoever you will need to consider the type of drive you have. The Thompson drives are reallly tweaky, the Phillips are ok, and the Samsung is the best. If you don't have a Samsung, then forget using CD-Rs, use CD-RW, but if you have access to a DVD burner, then that is the BEST way to go.
