You can set your time zone in your user options, although for some reason the sever time seems to be 2 hours fast at the moment.

I host a website, and when I tried doing something like that people started making tons of accounts to give themselves points.

hmmm....ok what am I missing, I've set my time zone to London/GMT, and time down the bottom of the page say GMT, but also says the current time is 06:48pm, but it's only 04:48pm here.

Anyone care to shed some light?

just set the zone for -2:00 from your real timezone. I am in -5:00 and I set it to -7:00 and it works fine. Some webservers are messed up loke that a little. The webserver my site is on is 9 hours off =p.
