I modded a homebrew game called "MiniMario" by XfactorDev to have Cartman as a playable character and mr hankee coming out of the tunnels etc. To do that, I just edited the images in mspaint. But for official games, I think you might need the stolen code development software (called XDK I think).
You can delete unneccessary files from games on your hdd to free up space though. E.g other languages and in HOTD3: the intro.
You're right, too broad a question, but you helped a bit freakzilla.
To narrow it down a bit, how do you (for example) mod halo: so things like Shotgun sprays rockets instead of bbs and the sniper rifle shoots tank shells and stuff like that.
theres already a pre made kit that mods halo maps and stuff, there isnt one for halo 2 but i know there one for halo. i have it, but not installed yet. head over to this link:
