Hard drive Question

I am wondering what is taking up all the space on the hard drive that comes with the 360. At first, I was thinking the OS, but that is not on the hard drive, right? The cores have the same dashboard and don't have a hard drive. If it is a 20 GB drive, why is only 13 or 14 free space?

preloaded content, space set aside for xbox 1 emulation, title updates and patches. so 13gb is about right.
