Are you talking about lights and paint stuff? Is that what you mean by hardware mods, or do you mean USB ports, incorporated DVD dongle, upgraded HDD, etc.?
If you're talking about LEDs and stuff:
Yes, these mods are very cheap. All the supplies for a cleared jewel cost about $15 or so. All the supplies for LED controller ports cost about $5. Paint is even less. These are very cheap, assuming you're doing the modding yourself.
If you're talking about the other stuff I mentioned:
No, these mods cost more, but much greater functionality to your machine. Look on XBox Scene.
