as soon as i turn on the power the chip signal is red?? then the xbox shuts off anyn ideas... everything is in the correct spot and soldier correctly anything at all??

recheck your soldering, make a point of checking each and every solder point individually for poor connection of dry spots, also check closely for any solder splashes, or misconnected contacts.
if you did pretty bad with the soldering, check for burnt things too

I had this same problem. I checked everything, and it ended up being the connector for the external LED display. Two of the pins on the male connector (the part connecting to the X3 chip) were touching. After fixing this problem, the xbox booted up normally.
You may want to check this.
