alright so ive got an LCD basedchip (SST 49LF020) I think its some weird homebrew
and Ive got a xecutor2 ver 4976.02 bios all on a ver 1.0 box

and my question-

Is there any restrictions on the size of a hd I can get?

Also....and this is purly a matter of opinion..

What would any of u guys whom are reading this consider more important some kind of hue ass 250-500 gb hd or a samsung st616 dvd rom? and why

as always gentlemen thanx for the imput

The HDD size and partitioning possibilities are based on what BIOS you have. The only factor the chip plays in this is regarding what BIOSes it supports. I don't know what partitioning your old BIOS would support, I'd recommend looking into updating to the X2CL 5035 BIOS. Default partitioning setup is for F to get all available space past the normal Xbox partitions. With a 300GB drive this would give you an F drive with approximately 290GB of space; with a 500GB drive you would have an F partition of about 490GB. (less really because of byte/megabyte/gigabyte math and filesystem overhead, but you should get the idea.)

For me, I would, and have, upgrade the HDD before the DVD unless your DVD is failing. I've got a 1.0 Xbox that came with a Thompson drive... the drive that people generally regard as the worst one to come with an Xbox. While I still have that stock Thompson, I've upgraded my HDD twice. Now since I run a large home network most of the time I am only moving data to my Xbox via FTP. The space on the HDD is generally used for loading my games to via ripping my retail discs with DVD2Xbox. If your needs are different, i.e. you're backing up games to DVD-Rs or something instead of the HDD, going to a Samsung might be the right choice for you.
