Well, if by 'custom dashboard' you mean FreeStyle Dash, there's an auto-installer out there that you can just put on a USB stick and launch from XeXMenu (burned to a CD is probably easier than messing with XTAF Explorer), just run through that and you'll have what amounts to a custom dash, and it looks like the Xecuter Fusion dash will be out before long as well, so that's always an option for something a bit newer. Not big on game modding myself, but there are tutorials out there, anything you find for a JTAG applies to an RGH as well. If I recall you usually just copy the modified files to your hard drive and replace the existing extracted files off your game disc.
http://goo.gl/lWiyG Burn that ISO to a disc, pop it into your console, it'll install FreeStyle for you. That gets you your custom dashboard. You'll need an FTP client for your computer, try using FlashFXP, free 30-day trial, easy to use too. Use that to transfer modified game files to your hard drive once you have FSD running, like I said, there are tutorials on here with the specifics of doing that, I can't be too much help as I don't mod games all that much.

Burn the ISO to a CD/DVD, Windows has a built-in CD burner these days so you shouldn't need to download anything else, then just pop it in your console, follow the installer prompts.

Don't think the auto installer is updated for anything later than 14699 yet. DashLaunch should already be installed if the person who RGH'd your console knew what they were doing, so you can download FSD from wherever you like and copy it to your hard drive with XeXMenu. Just google for those, it's been a while since I've downloaded either, I have them burned to CDs.

Copy the dashboard files to your hard drive, in a folder called FreeStyle or FreeStyleDash, again, I forget which it is, I always have mine edited from the default. Search this forum for a tutorial, there's at least one stickied: http://team-xecuter.com/forums/forumdisplay.php?f=133
