In not sure why you need two threads on the same topic. This sort of thing just confuses those trying to help you.

This could be due to a few reasons, not necessarily smc related. U could have a loose wire in the install, it could be a fake chip used or it could be a SMC config issue. Assuming it is a SMC config issue, u said that u had this console RGH for u, i'm assuming u have no tools to read/write nand directly. Did the guy who RGH this for u give u the original nand dump + the RGH2 nand image? If not u are going to need to dump your nand through xell. Boot to xell (eject button) and enter the ip given in xell, into your chosen internet browser. This will allow u to download your nand dump to pc. There u can write a new nand in jrunner and edit the smc values in the advanced options. Read the jrunner pdf thoroughly so u understand before attempting to edit your smc config values. Once u have built a new nand it should save it as updflash.bin. Put this on a freshly formatted usb key (FAT32) and put it in usb port on 360 and boot xell, this should flash the new nand. If it doesnt fix the issue, repeat the process with a different config. Use the thread u found and find the config that works for u. Good luck.

Edit: As Krafter said, try to stay with one thread for the same issue as it is less confusing and u will get the maximum help with your issue.
