GENERAL How to replace CPU (XCGPU) on xbox slim?

Hello. My friend makes reball for xbox 360. He has just got new CPU (XCGPU) for xbox 360 slim. But he can"t boot dashboard (retail or glitch) with this CPU. J-runner don"t want to create image because CPU has CPU-key 000000000000000000. He tried to use donor"s NAND but no luck. Xell boots fine. Any ideas?

Is it possible to build devkit image?
Where can I get sb_14352.bin, sc_14699.bin, sd_14699.bin and se_14699.bin files?

How did he solve it?

It may be useful to know in the future.
... It's really hard to explain because he solved it by himself (even I thought it's impossible!!) and I know the process without details.
NAND was replaced with 64 MB one from Jasper, then devkit recovery disk was used to burn fuses and generate keyvault.
Finally, some tricks helped to build TX Fusion system image.
