well put it this way, if you are getting the blue flashbios screen, that is most defintely not a hacked bios. If he had flashed the X3 bios you would be getting the X3 config live screen, you know what that looks like because youve done your reading and seen a picture of the bios config screen haven't you? the blue flashbios screen is for flashing a hacked bios. Seriously though if you can get to the blue flash bios screen how have you not got your xbox working yet?
have you definitely read the flashbios tutorial which can be found at:

it explains how to flash from network, hard disk, cd or dvd, how to create the flashbios compatible cd or dvd - it's all there in a simple step by step process.
if you have read it properly and still can't get it to work, it might be time to get someone who really knows what they are doing to do it for you! The hard work getting the chip in is done? come on just read the tutorial.
