I think my chip is broken....2.6CE with xapter solderless

I cant get it to boot from the chip.... I had the tension wire in the d0 and that didnt work, I've tried soldering the d0 wire and that didnt work... All I get is a red blink on the xapter and then it loads the MS bios.... I think maybe the chip is broken....any help would be appreciated..

ok now ive soldered everything still no luck. Still loading ms bios.....Lan and HD leds come on but still nothing.... Im gonna try to return my chip...

so the ms dashboard is coming on normally with no error when the chip is enabled???
