Certainly they don't care so much if people backup their games...it's just that it makes it so easy to pirate games which worries them.
In the US at least the irony is that it is not illegal to own backup copies of software, music, or movies for personal use (provided that you maintain ownership of the original media). This does not surplant your ability to make a backup as guaranteed under US federal law (unless you are not in the US).
