I thought I'd share my recent findings.
I popped into a local Game to pick up an Xbox for a relative (I have a Game reward card so it made sense to pick up some points).
After a brief conversation with a salesperson trying to sell me more than just the unit, they brought it through.
This is where it gets interesting...
The Xbox was a 1.4 - mfg date 8-7-2003. However, the Xbox itself was in a brand new box (had Halo 2 / Ninja Gaiden / PES4 shots on it).
It seems that MS are still selling these older units.
So, don't assume that all new Xboxes are at least a 1.6. Check the mfg date, even if the box looks like new issue.
