Is an update to 13604 must have?

For some reason, I was keeping getting a 'cannot update' error from 12625 to 13604. I saw someone said the update may not be required. Is that true or is an update must have? Thanks!

Make sure the DVD drive that's in your Xbox is on stock firmware and is the original drive type.
