Is Pin 15 Necessary on V1.0?

I have done 2 xbox 1.6 and now am working on V1.0 of xbox. The motherboard had solder where the Pin Header went and I had trouble getting the solder out of #15. It looked like it was not necessary with the wired diagram. I am getting 2 lights from the chip 3.3v and 5.0 v. It is fraggin though, is it because pin 15 is missing?
